Steps to reproduce:

I encounter this issue multiple times each day as I browse, even with all add-ons disabled. These reproduction steps are just an example of a single webpage that the back button doesn't work on:

  1. Navigate to subscribe.washingtonpost.com (sorry, not trying to promote Washington Post or anything, I just tried to find a site that would cause the issue)
  2. Click the "Learn More" button under "Academic Rate"
  3. Attempt to use the back button to go back a page

Actual results:

The page refreshes, but does not go back. The page is re-added to history. The user has to right-click on the back button to select the correct page to return to. I'll attach a GIF screen recording illustrating the behavior. This behavior is present in the stable 74 release as well as the nightly 76 release as of March 11, 2020.

Expected results:

The page should navigate back.
