We've recently added "Privacy Protections", "Logins and Passwords", "What's New", and "Import from Another Browser" as top-level app menu items. We need some oversight here so the menu doesn't become an unstructured mess, making it harder for users to find anything. We're also risking the menu to overflow. "Import from Another Browser" is being moved to the Help menu in bug 1620536, and I think we should consider doing the same for "What's New".

Let's keep this menu item where it is This is highlighted during each significant release with important updates for our users. The design of the toolbar icon badge/announcement near the menu makes this a likely home for the menu item itself. We should revisit that behavior as part of a holistic information architecture review.
