Consider moving "Logins and Passwords" from the top-level app menu to the Library menu

We've recently added "Privacy Protections", "Logins and Passwords", "What's New", and "Import from Another Browser" as top-level app menu items. I understand that we want to highlight important new features, but that doesn't scale without an exit strategy. We need some oversight so the menu doesn't become an unstructured mess, making it harder for users to find anything. At this point we have significantly more top-level items than Chrome and Edge and we're risking the menu to overflow.

Since about:logins has numerous other entry points in contexts that make sense, I propose we move "Logins and Passwords" from the top-level app menu to the Library menu. It seems to fit in well with the other types of user and browsing data in that menu. This would also include the optional Library toolbar button.

I personally think it belongs in the app menu since we need an easy way for a user to access logins when they need their password on another device (e.g. phone without Fx Sync or TV). I suppose it could work in the Library menu so that it is also accessible from the Library toolbar button (on by default IIUC) but we would need to retrain people that it moved… not sure it's worth the churn… Please consult with our new PM Ted Schuh if you want to make a change like this though.
