STR on Windows 10:
- Make sure you're on an up-to-date Nightly with bug 1607882 included
- Open the "See our community in action" video at https://www.mozilla.org/en-US/contribute/
- Double click the video to enter full screen
- Double click the full-screened video to exit full screen
- Click the PiP window's X close button
AR:
You can see for a moment the window controls around the PiP window.
ER:
The PiP window should close the same way it does when the video is not previously full-screened.

Bug 1607882 didn't make any changes to the native window features so I suspect that this issue has existed for a long time with fullscreen elements, just that many Windows users usually have a maximized window and so wouldn't have noticed the window border appearing briefly.
