alecf suggested I log this (and against putterman) -- comments in #14087

Make POP3 in seamonkey use the mail.pop3_gets_new_mail, or "automatically
download any new messages" when biff is turned on.

Pref is located in POP3 mail server panel, was in prefs dialog for 4.x and now
to be in Account Setup diaog.

Oversight on my part.  I have added "Automatically download any new messages" as
a checkbox below the "Check for new mail every X minutes" checkbox on the
Account Setup UE spec.
