can't restore tabs/window when selecting all tabs and hitting cmd-w or ctrl-w

Steps to reproduce:
I opened a new browser window, opened a few tabs, selected all the tabs and hit cmd-w (on osx).
Actual results:
The window closes but it doesn't appear in history->recently closed windows.
Not does it appear in history->recently closed tabs.
Expected results:
Probably have it appear in history->recently closed windows.
