I don't see any evidence that we are having page load or networking issues with these failures. I looked at some of the test and reference images and though the data urls are different, they were identical to my naive eyes. Using the reftest analyzer shows the differences in the shading. My first thought would be to try to find a layout change that corresponds to the increase in these failures.
