The monitor website has a new feature, a progress bar that shows which breaches are resolved and which are still outstanding. To have parity with them, we should implement the progress bar.

I have a fix ready for this (https://github.com/mozilla/blurts-server/pull/1686), but I'm having a tricky time spot-checking it. Should be able to check and deploy it tomorrow though.
