Right now we can't override the blocklist via a pref, so if you don't get it, you are out of luck for testing purposes.

• Why is the change risky/not risky? (and alternatives if risky): It has the same rules to turn on WebRender compositor as before, we just have a pref that defaults to off that allows it to ignore (some) of those rules. It is small and well contained. We verified this works as expected using a try beta build.

We wanted it for QA. If they don't need it then it can wait. That being said it's low risk and we may not get an answer from QA today.

This pref allows us to test WebRender in Nightly by force enabling the compositor.
We need this in Nightly for our Fx76 Nightly Report.
