1625474 - WebRender Compositor is no longer displayed in About:support

[Steps to reproduce]

1. Open the Firefox browser and reach about:support
2. Reach the bottom of the Graphics section ie the Decision Log section and verify WEBRENDER_COMPOSITOR

[Expected result]
WEBRENDER_COMPOSITOR is displayed in the Decision log section

[Actual result]
WEBRENDER_COMPOSITOR is not longer displayed in about:support

Ive also performed a regression range and it seems that Bug 1625002 is causing this issue.

If we do force enable WEBRENDER_COMPOSITOR then it does show in about:support.
This issue occurs on certain GPU's like Nvidia Geforce GT 720 as well as Intel UHD 630 or Intel HD 620.

I think we should just remove the exception in the about:support report generation, so that we always show everything:

This issue is verified as fixed in our latest nightly build 78.0a1 (2020-05-24) (64-bit) as we can see everything now.
