After bug 1620226, this bool is never set. The unsafe CPOW pref is already never set to false except in tests - we can remove those parts of the tests and the pref and the warning code, too.

Bah, the CPOWs test actually primarily runs with this pref flipped, which means this isn't as easy as I thought, so re-scoping for the bit that is easy
Summary: Remove the compartment `allowCPOWs` flag, the forbid unsafe CPOWs pref, and the unsafe CPOW warning → Remove the compartment `allowCPOWs` flag
