This bug is not caused by a user action.

Actual results:

A barebones extensions.xhtml is still used as the root of the Add-ons Manager.

Expected results:

Stop using extensions.xhtml as the document root and start using aboutaddons.html instead.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
