We dropped our appveyor paid plan and our build time went back down to 60 minutes which is not enough. So we should just disable appveyor to allow PRs to get merged. The Windows testing will be exclusively on taskcluster via Firefox CI now.

Uhh looks like a bug in github-sync may have prevented this from getting synced to servo/webrender? I'll investigate.

It did get missed, but then it got squashed into the sync for bug 1634243. Not ideal...
