sigh, this one is hard to explain.
i'll start with the basics (which are two other bugs)
bug 163703
bug 163704
i did this using windows 2000 terminal services, but the end result was 7 menus
all live. you can't see the window menu in the picture, but it was very alive.
the basic steps are like the basic bugs but with the addition of switching out
and into the terminal containing mozilla and then clicking on a menu heading.
unco triagers: please don't try to help resolve this bug unless you can
reproduce it (confirm) or figure out how to fix it (resolve fix). claiming it
works for you is totally useless. figuring out exactly how i did it, or exactly
how i managed to get so many menus opened would be useful. anything else is just
a waste of time. if necessary, practice ignoring my bugs.

The duped bug does not see what is show in the screenshot of this bug. :-[
Perhaps the following summary from Bug 182436 will help clarify:
"Second click on Menu Headers (File, Edit, View,...) doesn't close the menu"
I also suggest to add the following Keywords:

I just retested this on a clean install and new profile with classic and modern,
and the bug definetly occurs using:
Mozilla/5.0 (Windows; U; WinNT4.0; en-US; rv:1.3a) Gecko/20021202
The clue seems to be that if you click twice rapidly (like a double-click), the
menu closes as it should, but if you click slowly, the second click doesn't
close the menu. :-\
PS. My bug 182436 and this one are clearly related, but i am not certain they
are identical. Are you sure mine should be duped to this one?
