Scope of this bug is to implement telemetry pings from multistage about:welcome flow for below usecase

1. Add FlowParams to be passed to Sign In URL from GetStarted Screen
2. Send CLICK_BUTTON event similar to https://searchfox.org/mozilla-central/source/browser/components/newtab/content-src/aboutwelcome/aboutwelcome.jsx

from primary and secondary button click of respective multistage welcome screen

3. Type of TopSites icon imported and shown
4. Successful completion of Import_Wizard

3 and 4 should be confirmed with DS.

Telemetry around 'Impression' ping on load of respective multistage welcome screen is covered as part of bug 1619694

This enhancement was verified as part of the work done in [PI-566] Contextual Onboarding for Existing, New, and Resurrected Users feature.
