There are some cases where we save/update a login without using a doorhanger UI. Most of these cases don't apply to desktop Firefox since they are fallbacks for when doorhanger UI doesn't exist (e.g. Thunderbird where instead a checkbox to save will be in the prompt) but there is one case that can happen: the modal password change dialog (see bug 1154763 for STR). An alternate solution is to remove this special case (bug 1154763).

There is no current demand for such telemetry and implementing Bug 1154763 makes more sense.
