Details

First, we need to know why it passes on Nightly. For now, it looks like it's because ReportObserver is tied to Nightly.

Second, we need to know why it fails on Beta (outside of Nightly).

Someone needs to veiryf it.

Yeah, it's because ReportObserver is tied to Nightly. (https://searchfox.org/mozilla-central/rev/84922363f4014eae684aabc4f1d06380066494c5/modules/libpref/init/StaticPrefList.yaml#2413).

I'm going to close this bug since the reason is clear. (In fact, some testcases also fail on Nightly but notrun outside of Nightly)
