16404 - Counter does not work

I'm using the Mozilla build 1999101312, and the web counter for the above page
does not work.   It just shows  8888

With Netscape, or IE it works fine.

I can't get to the cited page. I'm marking this a invalid until I get a
testcase (which I really hope to get soon).

Unfortunately, the above listed web page is not always on, since it does not yet
have a dedicated server.

The CGI counter used in the page is called Count 2.4
The homepage for this counter is:   http://www.fccc.edu/users/muquit/Count.html

If you check that page, you will also notice that it has a counter on it, which
also shows only "8" instead of the real numbers.    I'm not sure if this is an
issue with the CGI program itself, or with the browser, but either way, it's not
working.

This counter needs HTTP_REFERER value.
