We plan to turn off Flash for all platforms in Firefox 84 (October Nightly and December Release). But we might need to disable Flash for Fission users on Linux earlier to avoid X11 connection exhaustion (bug 1129492).

Thanks for the link to Wayland Flash bug 1548475, Jan. I'll link these two bugs:
Questions for whoever works on this bug:
- Does the X11 connection for Flash open in all content processes or just content processes running Flash content? If all content processes, then we should fix this bug sooner.
- Is just pref'ing off Flash adequate to avoid the extra X11 connection?

WONTFIX. We've decided that we don't need to disable Flash on Linux for Fission users sooner than other platforms (bug 1455897 for Firefox 84). Linux Nightly users don't use Flash that much and we don't want to add a temporary special case for Flash and Fission. When we disable Flash for all platforms, it will be at compile time, not a runtime pref check.
