Right now there is no easy way to disable skiplisting for testing purposes. It's cumbersome to clear the various skipUrl prefs, and impossible to clear the RemoteSettings url-classifier-skip-urls bucket without installing the remote settings devtools extension and restarting the browser. Communicating these steps to partners is a pain (e.g., as we had to do in Bug 1641521).
We should add a single pref to entirely disable skip urls. Perhaps it can be a boolean pref urlclassifier.features.skipURLs.enabled with a default value of true.

This should also apply to the partitioning skiplisting prefs. I.e., Bug 1642051
