1644360 - Cover early resource observing when navigating to distinct processes

Bug 1620243 allows to finally properly listen to early console messages when we navigate to another domain and starts in a new distinct process.
This may have actually fixed a test currently disabled on Fission, but this isn't covered by any ResourceWatcher test.
It would be nice to have a ResourceWatcher test covering cross process navigations:

• for the top level tab document
• for inner iframes

Bug 1620243's patch only address additional frame target usecase. So, early console messages when navigating the top level tab document will still be broken.
