I'd like to request the ash repo for compiler work please.

What are the available options for CI configuration? Is it possible to specify a basic set of tasks to run for every push, but have the ability to do "Add new jobs" for additional tests as needed?

I'm not sure about configuring the repo to run a specific set of tasks on every push. Someone from RelEng or CI automation would likely have this information.
