This is a regression of bug 1642455.

[Tracking Requested - why for this release]: This is a regression fix for bug 1642455, which has been uplifted in beta 78 earlier. This regression broke the experiment enrollment for Firefox Messaging System, which would prevent us from conducting related experiments in Firefox 78.
