1645725 - Remove chatsetMenu.properties l10n resource

[Makoto Kato [:m_kato]]

charsetMenu.properies was for "Text Encoding" menu in Fennec (bug 611580). EN was off as default, but some language such JA turned on this menu.

Since Fennec is gone, it is unnecessary now, so let' remove this resource.
