1646759 - Send cron job logs somewhere for archival

When the updatebot cron job runs, we want to send the log output of the taskcluster job (or, ideally, just the python application) to some infrastructure where we can query it later and view it in our (eventual) administration portal.

So right now, if updatebot runs and produces an error, Sentry will tell us. But if the job fails to run on Taskcluster, nothing will give us a notification.

I'm less concerned right now with getting the ouput and more concerned with just getting a notification.
