I would like to be notified when certain jobs fail. CodeQL is a good example, but in the future Updatebot also (Bug 1646759). Presently it looks like we only notify on jobs that succeed. This patch allows it to be configured.
I think. I haven't tested this code (and I'm not sure how I would....)
