Details
Mozilla/5.0 (X11; U; Linux i586; en-US; rv:1.1b) Gecko/20020722 (Mandrake Cooker/9.0Beta4) This seems to resemble Bug 112714, but that is marked fixed. The way I read that bug, filters window should be modal. If modal is current expected behavior, then this bug should be changed to RFE. Modal filter window blocks information required to create/modify filters. To reproduce: 1-Open mailnews 2-Select a message 3- -> Tools -> Message Filters 4-Begin to edit or create new filter 5-Click titlebar of mailnews window 6-Select a different folder to read; or select a different mail folder Actual behavior: 1-Titlebar of mailnews window changes color to indicate active/focused 2-Filters window retains real focus, stays on top, seemingly modal 3-Selection of a different message or folder fails Expected behavior: 1-Titlebar of mailnews window changes color to indicate active/focused 2-Filters window loses focus, goes to background 3-Mailnews window rises 4-Messages and folders are selectable as expected so that all appropriate information to use in creating filters is readily available. I tried recreate in W2K 2002072104 release 1.1b, but titlebar of mailnews never gets color change to indicate active/focus until filter window is dismissed.

I tested this also in OS/2 trunk 2002082608 and get the same inhibiting behavior as in W2K build.
