Steps to reproduce:
Open Firefox in Wayland/Mutter at 200% scaling.
Click on hamburger menu icon.
Actual results:
The menu rendered doesn't take up the available vertical space and is too short (need to be scrolled) to see all options.
Expected results:
The full menu should be visible. This problem goes away at 100% scaling, and only reappears at 175% scaling and above. This is on a 3840x2160 display.
