68.9.0 With VPN turned on- can't send or receive TB email

Steps to reproduce:
Email will only send and receive when VPN is turned off.
No problem with previous ver.
Actual results:
The day new ver 68.9.0 both x 2 computers beg June--both could not send or Rec. emails with VPN turned on.
Expected results:
Email should send and received with VPN turn on

Is there a connection with bug 1649298 (also 64bit, also send problem)?

No connection to bug 1649298.
Even if sending did break with the update, I don't see why it would be Thunderbird's fault. Sounds like a clear cut (VPN related) networking issue.

TBird Version both WIN 7 64 bit laptops have since updated to to 68.10 = no correction to problem.
Kaspersky lab experts replied after receiving TRACE File of the problem : VPN stops incoming and outgoing Thunderbird email
" This situation can be the result of protection logic on the side of email providers. For example:
-
the email provider detects connection attempts from geographically distant locations and blocks user activity to prevent possible intrusion.
-
the email provider can detect connections from different accounts from the same IP address and block such IP addresses when a certain threshold is exceeded.
There is no limitation on the side of VPN servers, the only limitations that can occur are enforced by the email service providers. In this situation you can either try another VPN location (if the license is purchased) or disable VPN to send/receive mail.
Again, the cause of the issue lies in limitations on the side of email provider and is not connected with VPN ."

It is helpful to know that Kaspersky lab experts trace file confirms this has nothing to do with Thunderbird.
