ok so realised the telemetry is going to run on early beta by default anyway which MConnor confirmed should be enough.
So now to plan a rollout, I expect we want to be able to do something like roll out to X% of users and turn on the telemetry for those users, ensure that accuracy is at a high enough threshhold and continue to rollout.
