Search MLS v GL improvements

Search MLS v GLS study. We are improving our region detection by using MLS instead of GLS to capture location/region. This study is to ensure the results are still correct if we change, and is search results proper.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
