Steps to reproduce:

Click on main menu icon ("hamburger") in toolbar. Menu opens.
Click on menu icon again (while menu is still open).

Actual results:

Menu did not close, it blinked and stayed open.

Expected results:

Clicking menu button when menu is open should hide menu.
I noticed problem only on Linux: tested Firefox 78.0.1 on Fedora 32 with Wayland.
Same issue exists for other toolbar buttons with dropdown menus: Downloads, Page actions and extensions, e.g. uBlock Origin.

I believe this either has the same root cause as bug 1645695 and bug 1645693, or it's covered by bug 1416271.
