Once we have a SUMO page for HTTPS Only Mode, we should add a Learn More link to the error page.
Within Bug 1644152 we are exposing HTTPS-Only in about:preferences which also has a [LEARN MORE] link. Within Bug 1644152 I'll add a pref value for the URL, which we should re-use here to make sure both, the error page and the about:preferences page use the same link.
