1652863 - setting the needinfo flag when filing a new bug in Core or Toolkit does not cause the textbox for user information to pop up

STR:

1. Choose someplace to file a bug in Core or Toolkit, maybe https://bugzilla.mozilla.org/enter_bug.cgi?product=Core&component=XPCOM
2. Click on the "Set bug flags" button (may need to "Show Advanced Fields")
3. Change the "needinfo" flag to "?"

ER:

A box pops up enabling you to enter the Requestee.

AR:

A box does not pop up.

Said box does pop up when twiddling with the flag when filing this bug, though, so perhaps there's a logic bug associated with needinfo and particular products?

We hide the needinfo flag when viewing a current bug so that people will use the options below the comment box instead for requesting more info. But for the enter new bug page, we do not hide it properly. We have a field further up called 'Request information from:' which is the field that is supposed to be used for the same.

So this bug can either be 1) make needinfo flag in 'Set Bug Flags' to work consistently across all products or 2) hide the needinfo flag completely and require people to use the proper field for requesting more info.

Will take a look at how to properly fix this. Thanks!
