The document may not be ready to print when the print UI is loaded. We should have an interstitial state that communicates progress and prevents interaction and spurious setting changes until the document and its print preview is ready.

In Bug 1658450 we are breaking up the initialization of the print UI so we load with a set of default print settings and update when the available settings and last used printer is available. There's no plan at this point to add an interstitial state or loading indication in the settings UI.

I think it will make sense to hide the UI while we're waiting on the printers to load.
