Ahead of removing the full legacy configuration, I'd like to remove the engine tests that are run against the legacy configuration.
These take a long time to run in both configurations and the legacy configuration tests are a lot slower than the modern ones.
Removing the legacy configuration means we can also remove the chunking that we have and go down to one file for each test, which will be easier to manage and run overall.

The oranges there don't seem to be anything to do with the changes, except for one Windows CCov X failure - which I've disabled again (it was disabled before, I was hoping to enable it, but it still runs slow in debug).
