Steps to reproduce:

  1. Ensure no printer is set up
  2. Do command/control-p
  3. Click dropdown under "Destination"

What happens:

No dropdown options appear.

Expected result:

I should see a entry for "Add Printer..." (macOS) or "Add a printer" (Windows) that lets me add a printer to set up a printer and continue to print.

FWIW, assuming the patch for bug 1747952 lands as it currently is, Firefox on macOS will now look for network printers that are not set up and there will be a pref print.cups_enum_dests_timeout_ms to control how long it looks for.
