The loading indicator and the preview are both shown after the initial preview is generated. This causes the dialog to grow in width and causes an awkward flickering.

This uses opacity with a transition to hide the preview for a smoother switch between states.

Reproduced with 81.0a1 (2020-08-14) on macOS 10.15 .
Verified fixed with 81.0a1 (2020-08-24) on Windows 10, macOS 10.15 and Ubuntu 18.04.
