1660030 - Add pref to allow Newtab Pocket stories for lang

Right now we can control what locales in what regions see Pocket stories in newtab.

This was mostly because of a limitation on what the server knew about the client, and what we could infer based on the browser language. https://bugzilla.mozilla.org/show_bug.cgi?id=1652805

Now we can start to look at a way to enable locales regardless of region, while still being able to control the content based on region.

To test:

1. Ensure your default hasn't changed, so if you're in en-US and US, ensure you can still see stories.
2. Set browser.search.region to DE
3. Restart
4. Ensure you can no longer see stories.
5. Set browser.newtabpage.activity-stream.discoverystream.locale-list-config to en-US
6. Restart
7. Ensure you can now see stories.

I have verified this enhancement and I can confirm that the "Recommended by Pocket" stories are displayed after following the steps from comment 1.

Verified using the latest Firefox Nightly (81.0a1 Build ID - 20200824094458) installed on Windows 10 x64, Mac 10.15, and Ubuntu 18.04 x64.
