Scope here is to properly expose the aria-label on the nav step indicators, and adjust the theme radio buttons to have a label & description, rather than just the label.

I have verified this task and I can confirm that the "aria-description" labels are successfully displayed for each of the theme tiles. Also, I have verified that the theme tiles can be successfully accessed using the NVDA screen reader.
Verified using the latest Firefox Beta (82.0b2 Build ID - 20200922183749) installed on Windows 10 x64, Mac 10.15, and Ubuntu 18.04 x64.
Status: RESOLVED → VERIFIED
