1660661 - 2 reftest fuzz expectations need updating for running on windows 10 hardware

as mentioned in Bug 1657707, there are 2 reftests that fail when run on windows10 hardware instead of VM. This seems to be hardware specific as I get different pixel differences on my local windows10 laptop.

REFTEST TEST-UNEXPECTED-FAIL | layout/reftests/svg/as-image/canvas-drawImage-alpha-2.html == layout/reftests/svg/as-image/canvas-drawImage-alpha-2-ref.html | image comparison, max difference: 73, number of differing pixels: 40000
