Steps to reproduce:
I try to download http://www.disksavvy.com/setups_x64/disksavvy_setup_v13.0.18_x64.exe
I have HTTPS modeL enforce off - I'll try it on and see if it's the same. LOL, it works with it turned on! but not with it turned off - Alanis says 'Ironic'
Actual results:
"This file could not be downloaded securely"
Expected results:
file should download via http

I assume this is related to bug 1656296, but the file downloads just fine on macOS (20200824215021).
