An option to allow for experiment branches to bypass onboarding stages and go directly to New Tab, allowing us to collect info on the impact of about:welcome.
Part of this work will be removing the old trailhead experience; possibly keeping the triplets version of about:welcome.

Marking this as a duplicate since there is already a bug for the zero onboarding work blocking multistage about:welcome; and the other work is covered by the newtab refactor.
