Within Bug 1654258 we want to move to loading activity stream css and images using chrome: rather than resource: which will cause problems for web extensions (see https://phabricator.services.mozilla.com/D85022#2790901).
Let's spin off that groundwork into this bug and do not pollute Bug 1654258 with those changes.
