After a new add-on has been installed (for example FoxyProxy) its 3-dot menu in the add-on manager does not have the "Options" entry. Only after the add-on manager has been closed and re-opend, the menu entry is shown.

Screenshot #2: After closing and re-opening the add-on manager, the entry is there.

Hello,

I’ve managed to reproduce the issue based on the provided STR on the latest Nightly (82.0a1/20200906215057), Beta (81.0b7/20200906164749) and Release (80.0.1/20200831163820) under Windows 10 Pro 64-bit and Ubuntu 16.04 LTS.

After installing an add-on with an options page (I’ve used uBlock Origin), the “Options” entry in the 3-dot menu will be available only after closing/re-opening the add-ons manager or by refreshing the page.

I’ve also attempted to search for a regression window spanning from 2019-06-12 (the date since the new layout with the 3-dot menu was implemented) until the present day. All tested builds in the mentioned time frame are affected by the issue, thus, this does not look like a regression, but how it always has been.
