Our telemetry reports an ad as being shown to the user, even if it is not rendered due to an Ad Blocker.
Proposal: Add a telemetry probe i.e search.with_unrendered_ads, that increments as a user requests ads that aren't rendered. In a past analysis, we noticed that ad impressions did not vary for users with certain ad blockers versus those without ad blockers, while ad clicks did significantly vary. Certain ad blockers subscribe to the acceptable ads program, which allows ads deemed “acceptable” and “non-intrusive” to pass through. This often includes SERP ads. uBlock Origin blocks these ads at the highest rates (almost no uBlock Origin user sees ads), which makes up a good portion of DAU.
