Platforms:
Linux - Ubuntu 20.04 LTS, Windows 10

Steps to reproduce:

1. Change OS keyboard to an international language that it's not en-us. For example es-latam.
2. Launch Firefox
3. Go to any video, such as youtube: https://www.youtube.com/watch?v=06E7d4zsebI and start the video
4. Enable the PiP window using the "Ctrl + Shift + Plus sign [+]" shortcut

Expected Result:
The PiP window should be accessible with keyboard only.

Actual Result:
The PiP can't be enabled using keyboard only.

Note:
On macOS this has been reported on bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1599376

I think this ticket would be Severity 2.

This is pretty weird as bugs go, because if anything, es-latam is one of the few layouts that looks, in http://www.farah.cl/Keyboardery/A-Visual-Comparison-of-Different-National-Layouts/#esLA , like it has the [] and {} above each other, so I'd expect it to work. But comment #0 mentions the + key? What does your es-latam layout look like? I imagine it's different?

Either way I don't know what would be a good solution here.

Hi Gijs,

On the iMac keyboard, the + symbol and } symbol are on the same key. However on my es-latam laptop I have the ] symbol on a different key. I think that was the confusion, but I rechecked the support article for PiP shortcut and I can see that it doesn't mention the + symbol for windows/linux.
