Force disabling webrender fixes the bug so assuming bug 1664719.

I can't look at this today, but feel free to back it out for now if you can confirm that it's the cause of this (it seems surprising, but plausible).

Confirmed by local back out, https://hg.mozilla.org/integration/autoland/rev/0ea4a897ea2ff5bf06ae4eccdfbb004d90a7871a causes the bug for me.

This is on mac. And I discovered that it only seems to happen with "always show scroll bars" on.

This temporarily reverts a small part of bug 1664719, to fix a
regression in scrollbar drawing on mac. It will be re-enabled
once the root cause is identified.
