Expected:
VO shows "200 image"

For sure! So after you've turned on VoiceOver, you can use the VoiceOver key (control + option by default if you haven't changed any settings) to execute VoiceOver shortcuts. To test this, you'll need to press VO+U to launch the web rotor (control + option + u by default) and then navigate with the left and right arrows to reach the images pane.

Hi Morgan! I tested this issue but without success. Tested on nightly build (2020.09.17) and on beta Fx 83.0b4 the result is the same, I followed this steps:
1. Voice over on with cmd+F5
2. load data:text/html,<img src="http://placekitten.com/100/100"> at this step VO say "image" and "you are currently on an image"
3. control + option + u appear on screen the "Web Spots" page and the VO say "Web Spots menu"
4. navigate with left and right arrow VO said "Window Spots menu" and "No items in, Web Spots menu"
Please help me and check on Fx 83.0b5 (latest beta) if everything is ok now, this build have the fix for this issue.

Hi! I checked 83.0b5 and was able to confirm this is fixed :) Sorry for the confusion, not sure why you can't see it on your end :(

In the end I managed to clarify the fix in Fx 83.0b5 on macOS platform, thanks for Morgan, so I will mark this issue as verified fixed.
