Use a more descriptive menu label for showing/hiding the bookmarks toolbar where space allows

With bug 727668 we will always show the bookmarks toolbar in the new tab page. The toolbar context menu has "Menu Bar" and "Bookmarks Toolbar", and changing the text in that menu to "Always Show Bookmarks Bar" is a bit wordy and makes the context menu look awkward.
However, we naturally have the space for a longer label in the Bookmarks Menu button > Bookmarks Toolbar where the label currently shows "Show Bookmarks Toolbar" and "Hide Bookmarks Toolbar". This is also seen in the Firefox menu > Library > Bookmarks > Bookmarking Tools.
This change may also not be that awkward in the Application menu > View as seen on Windows and macOS (Chrome uses the longer label on macOS but they do not have an application menu on Windows).
